Armenia driving theory exam: booking, fee and rules
How Armenia's driving-licence theory exam works, from booking to the result. Based on Government Decision N 385-Ն (the edition in force since 4 July 2026), the laws it relies on and the Road Police website.
Who can take it
You can become a driving candidate at 17 (16 for the AM subcategory). Licences are issued:
- AM: from 16
- A, B, C and A1, B1, C1: from 18
- BE, CE, DE and C1E, D1E: from 19, if you hold the matching B, C, D, C1 or D1 licence
- T: from 20
- D and D1: from 21 (19 for conscripts), if you already hold a B, C or C1 licence
For A, B, C and the AM, A1, B1 and C1 subcategories you may prepare on your own, without a driving school.
For A, B, C, D and the AM, A1, B1, C1 and D1 subcategories you take a theory and a practical exam. For BE, CE, DE, C1E and D1E, and when you already hold a licence and add another category (other than D, D1 or T), you take only the practical exam. For T you take the theory exam and present a certificate from an organisation operating T-category vehicles, certifying that you passed the practical exam.
How to book
Book online on roadpolice.am or with the Earlyone mobile app. On the website, open the registration and examination services, log in with your identity document number, public services number and phone number, choose the unit, then an available day and time. For the theory exam you can also join the walk-in queue.
You can choose any registration-examination unit. The Road Police says queues depend on each unit's workload and that the units in the Vayots Dzor, Tavush and Lori regions are currently the least busy. Units work Monday to Friday, 09:00–17:00. Information: 060 83-83-02.
What to bring
An identity document:
- Armenian citizens: passport or ID card, or a temporary identity document or temporary certificate from the Migration and Citizenship Service (conscripts serving their military service may also use their military booklet)
- foreign citizens: passport or travel document, plus a permanent or temporary residence card or an Armenian special passport
- stateless people: a travel document issued by a foreign state, plus a residence certificate, a permanent or temporary residence card or an Armenian special passport
- refugees and people granted political asylum: a convention travel document; asylum seekers: the asylum seeker's certificate; people under temporary protection: the temporary protection document
Also:
- the receipt for the state duty; after you show it, you are photographed
- a medical certificate: needed the first time for C, D, T, CE, DE, C1, D1, C1E and D1E; for A, B, BE, AM, A1 and B1 only when a medical restriction is evident or noted in the health declaration you fill in. The unit receives medical data from the ARMED e-health system; foreign citizens and stateless people bring the certificate on paper, and if the data cannot be received electronically, a paper certificate is used
- for D and D1: the driving-school certificate and your current licence (not needed if you hold only a digital licence)
Armenian citizens receive a licence only if they are registered in the state population register (conscripts excepted). You sit the exam in person. Afterwards your documents are returned and the receipt is marked as used.
The fees
The theory exam costs 3,000 AMD in state duty. Each practical exam attempt costs 13,000 AMD in total (3,000 and 10,000 AMD), and the licence 12,000 AMD (6,000 AMD for a first-time digital-only licence). Every exam needs a new receipt. You can pay online, by bank transfer, by card or at the payment terminals on site.
How the exam works
- The exam is on a computer, in the language you choose: Armenian, Russian, English, Persian or Arabic.
- It starts with a psychological test of 3 questions. The knowledge questions open only after you answer all psychological questions correctly.
- The knowledge test has 20 questions, each with 2–5 answers of which exactly one is correct. They are drawn from the list's sections: 2 on the road traffic safety law, 15 on the traffic rules, 2 on vehicle faults and 1 on first aid.
- You have 30 minutes. You pass with at least 18 correct answers out of 20, so at most 2 mistakes.
- The exam is shown on a screen in the waiting room, and you are told your result.
Since 1 September 2026 the test is matched to your group of categories: of the law, traffic-rules and vehicle-fault questions, only those relevant to that group are included. One group is A, B and C (with AM, A1, B1, C1, BE, CE and C1E), the other D and T (with D1, DE and D1E). The Road Police publishes two lists accordingly, in 10 groups and 5 languages. See them on Parapel: categories A, B, C and categories D, T. What changed in 2026: the new question lists guide.

If you fail
You can take the theory exam again no sooner than 7 days later, and after a second failure no sooner than one month after the last failed exam. Each time you bring the same documents and a new receipt.
An earlier, out-of-turn retake is available as an express service for an additional fee: after a first failure, on the next working day (45,000 AMD) or the 3rd working day (30,000 AMD); after a second or later failure, on the 7th working day (45,000 AMD) or the 14th working day (30,000 AMD) after the exam.
If a technical failure seriously affects the exam, it is stopped, a report is drawn up, and the exam is held again within 5 working days.
How long a pass is valid
After passing the theory exam you can take the practical exam within two years. If you do not pass the practical in that time, the theory result lapses and you take the theory exam again.
The two-year period applies since 4 July 2026; before, it was one year. The Road Police's frequently asked questions still say one year, so if you passed the theory exam before that date, check your deadline with the unit.
How to prepare with Parapel
On Parapel you can practise with the lists published by the Road Police for categories A, B, C or D, T, in the same five languages. The first three tickets of each list are free, without an account. The mock exam follows the knowledge test's format: 20 questions, 30 minutes, at most 2 mistakes.
